You need 4 screens for each capital to have 100% screening for torpedoes, any less than that and your capitals start to take damage from it. Max 4 Carriers (to avoid crowding penalty), 1-4 Battleships (not currently very good), twice as many Heavy Cruisers, four times as many Lights, and twelve times as many Destoryers. Strike Force: Sits in port till your patrols find an enemy fleet. I've been doing the run around for this recently so this is just an amalgamation of what I've read on the forums/reddit.
